A Preliminary Review of Syria’s Constitutional Declaration

The Syrian Constitutional Declaration was a step toward stability, yet key provisions raise concerns. Board executive powers, limited parliamentary oversight, and vague restrictions on freedoms risk undermining democratic principles. The lack of clear mechanisms for a permanent constitution and impartial transitional justice further complicates the path forward.
A truly democratic transition requires inclusive governance, judicial independence, and firm guarantees for rights and freedoms.
